Superintendent Announces Plan to Retire; Board Begins Search Process
Utah State Superintendent of Public Instruction Larry K. Shumway announced that he plans to retire from his position on Jan. 1, 2013. The Utah State Board of Education formed a seven-member committee to begin the process of hiring a new superintendent. Board Members Laurel O. Brown, Kim R. Burningham, Janet A. Cannon, David L. Crandall, C. Mark Openshaw, Tami W. Pyfer, and Debra G. Roberts were named to the committee. The committee hopes to have the Board in a position to name a new superintendent by mid-October.
Board Places Growth, Increased WPU at Top of Budget Priorities
The Utah State Board of Education voted to put full funding of growth and an increase in the weighted-pupil unit at the top of its budget priorities for the next legislative session.
Board Reviews Utah’s Most Recent Criterion-referenced Test Data
The Utah State Board of Education reviewed the most recently released data on statewide results on criterion-referenced tests in language arts, mathematics, and science. Statewide data is available by grade level, and disaggregated by race and income. District- and school-level data is scheduled to be released on November 1.

Valley Elementary, Dixon Middle, North Sevier High Named Smart Technology Schools
The Utah State Board of Education approved Gunnison Valley Elementary in the South Sanpete School District, Dixon Middle School in the Provo School District and North Sevier High School in the Sevier School District as Smart Technology Schools under the Smart School Technology Act approved in the most recent legislative session. The pilot program funds three schools for deployment of whole school technology.

Board Takes Action on 6 Rule Amendments and Continuations
The Utah State Board of Education gave preliminary approval to the following changes or continuations. Final approval will likely come in the Board’s October 5 meeting.
- R277-422 State Supported Voted Local Levy. This rule is being amended to remove outdated language.
- R277-733 Adult Education Programs. This rule is being continued following a routine five-year review.
- R277-108 Annual Assurance of Compliance by Local School Boards. This rule is being continued following a routine five-year review. It will be brought back at a later time for more substantial changes.
- R277-509 Licensure of Student Teachers and Interns. This rule is being amended to provide necessary language on background checks for student teachers and interns and some minor terminology changes.
- R277-522 Entry Years Enhancements (EYE) for Quality Teaching – Level 1 Utah Teachers. This rule is being continued following a routine five-year review. It will be brought back at a later time for more substantial changes.

The Utah State Board of Education approved the following amendments for charter schools:
- Valley Academy, a K-7 school in Hurricane, to add grade 8 in 2013-14 and add 50 students.
- Open High School of Utah, a 9-12 virtual school, to add grades 7-8 in 2013-14.
- Provo Freedom Academy, a K-8 school in Provo, to temporarily move the school’s approved ninth grade to a location in the Alpine School District.

The Utah State Board of Education honored 10 Utah arts organizations for their participation in the Professional Outreach Programs in the Schools (POPS). POPS presents music, art and theater in Utah’s public schools. The organizations honored are:
